Charleston L. Carter is the Deputy Director for Superior Courts of Washington, D.C. Mr. Carter serves as the principal adviser to the Director of the Civil Division, keeping the Director abreast of division operations, projects and programs. He directs the day-to-day operations including administration, case management, courtroom support, and quality control. Mr. Carter provides analysis on pending and enacted legislation, rules and case law. Mr. Carter serves as liaison to auxiliary agencies such as the Office of the Attorney General, the D.C Bar, legal service provider agencies and other court divisions. Mr. Carter manages the recruitment and appointment process for new hires to ensure fairness and compliance.
Prior to moving to Washington, D.C. in 2021, Mr. Carter served as the Trial Court Administrator for the State of North Carolina, Circuit Court Administrator for the Tifton Judicial Circuit in Tifton, 蜜桃影像传媒有限公司网站, Trial Court Administrator for Athens-Clarke County, and Superior Court Program Administrator/Director of Case Management for Fulton County, 蜜桃影像传媒有限公司网站. Mr. Carter has over twenty-five (27) years of legal and court administration experience.
Mr. Carter received both a Bachelor of Science in Criminal Justice and a Master of Arts in Criminal Justice from Valdosta State University. He has earned several certifications, including a Master Certificate of Court Administration from Michigan State University, and a Certification in Judicial Philosophy from Harvard University. Mr. Carter is a strong advocate for Valdosta State University and is Chair of the Paying It Forward Committee, which has established the African American Studies Program Scholarship Endowment in honor of Dr. Shirley H. Hardin.
Mr. Carter was a Director on the Board of National Association for Court Management and was the Chair of the Communications Committee. He received the Certified Court Manager (CCM) certification from the National Center for State Courts Institute for Court Management. Currently, Mr. Carter is enrolled in the National Center for State Court's Institute for Court Management. Mr. Carter was a member of the 蜜桃影像传媒有限公司网站 Council of Court Administrators and served on the Board of Directors for three years and as Chair of the Website Committee.
Mr. Carter is a motivational speaker for groups, conferences, and criminal law classes. Mr. Carter served on the Leadership Team of Race Matters for Juvenile Justice (RMJJ) and was a Board Member of Institute for Social Capital (ISC).
